Google is my friend and why I couldn't find this exact style, I did find another one that people made. They name their source of the wire base so this might help. From what I can see, this entire thing is made with rocks and wire. The part that is the 'tower' may be solid rocks until it reaches close to the section where the plants are growing. Here's a web site to get you started, you can also google 'diy gabion wall' or something close to that to see if you can find more info. And maybe someone else will see your question later and give you a more complete answer.

All you need is wire fencing that can be found at any big box home store. There is an inner and outer wall spaced evenly and held together with wire. You create your pattern and decide how wide you want the walls to be. Once you have the "walls" laid out you connect both sides with wire. Depending on how high the wall is will determine where you connect the walls. The absolute minimum would be one wire at the bottom, one in the middle, and one at the top. do this at a minimum of 12 inches apart from one end to the other. Then fill the entire "wall" with stone. The size of the square openings in the fencing will determine the size of the stone you will use which can be purchased by the bag at the same store you buy the fencing. If nothing else take a copy of the picture with you and show it to one of the employees in the garden department at the store, I'm pretty sure they can help you with what you need. The design is only limited by your imagination. Especially once you get the hang of it.

Just looking at it, it's a circle of wire, wired together and cut to make the top tier. All you need is two pieces of wire and tie wire and stones. Count the squares when cutting.
It just seems like it might be flimsy specially as it gets taller with the rocks in it I wish there was a seven step instructions on how to make that specific one I think it's really cute I can make a brick one with no problem
