You don't, obviously the seal has been broken, so it needs to be repaired. Some are DIY some require a professional depending on the type of window it is.

depending on how old the window is, the manufacturer will repair free, i called Anderson, they said 15 years was too long for warranty
No can't be cleaned. Once the seal has broken the inert gas (usually Argon) escapes and air gets sucked in. Will need to replace the glass panel. Ace Hardware sells replacement glass panels and they also install.
sorry but I don't think you can!! once the seal is broken the best you can do is buy new ones or maybe a pro can help you out. I saw a video and they drill a small hole in your window-wouldn't recommend you to do yourself
I agree with Naomie and Adam. They are supposed to be sealed, so if the inside needs cleaning, your seal "is broken" and either needs to be repaired or replaced. It probably had a gas between the panes before the leak.
