Paint the ladder white. make shelves out of 1x4, planked together. Put shelves through open ladder. Plant pots with your choice of plants, style shelves.

this is what I did with an old metal ladder
i put chciken wire across the top so towels wont fall through.I also pop baskets up there for extra storage

Hook different sized remnant fabric to rungs of ladder and fill each sack with a plastic one quart Zip lock bag with the lower corners cut for drainage. Fill with potting soil and seeds/plants. Water every day. When flowers began blooming, add a twisted string of small lights and set in next to the rear door.
Lean the ladder against the wall or open it outside on the porch etc. Decorate it with flowers, pics., whatnots etc.
