Bring it to dump
Put the shovel with the head part upward and use it as a garden ornament and plant a vine .
cement it into the ground for stability, train a flowering bush or vine up it. You could add a bird feeder to the top of the shovel, you could paint your house number on it, you could add an 'arm' to the handle and hang a planter from it.

To remove the rust use it or to use it decoratively? if it's the latter, check pinterest.
Hang from spade end on side of barn, shed or structure. Stick in garden next to an old chair, watering can, bucket or scarecrow. Set spade end tip in concrete base and attach mail box or birdhouse.
