I know this is not an ornament, but I use clean peanut butter jars with label removed, and if needed a circle of material or just paint to the lid to cover the brand. I fill with hard rock candy, tie a ribbon around the top and you have a cheap, very tasty Christmas gift. I usually make peppermint and cinnamon. Both are great for winter coughs!

Ask all your Friends if they have any old Xmas balls & get some Christmas Glitter , small Beads or they have small bottles of seasoning that have a small seeds that could be used at a Dollar store, look around your kitchen & see if you have some you don't use, Coat your Xmas Balls lightly cheap Glue Sticks spread the glue all over the Xmas ball & spread the ball solid with your choice of small beads or what you choose to use & when dry add a small bow at the top, these are very pretty on a tree or wreath.
