Well, first I would sand off the chipped paint until the wood is smoothed. I would use a primer or a paint with a primer and repaint
You will first have to sand all of the areas that are chipping, then wipe down clean and start painting from there. Make sure to tape off the areas that you don't want to paint. It's a start from scratch kind of thing. Good Luck!
Sand first - really well. If you don't do the prep correctly, it won't look nice in the end.
This is a lesson on the value of prep work. Clearly the side lights were painted without so much as a good scrubbing. Everyone who already commented is correct that you will need to sand and prime, but you also need to challenge the rest of that black paint to make sure it will stay put. Putty knife, scraper, paint can opener, or any tool that will allow you to try to remove the black paint. If it puts up a fight coming off then just sand over it. Clean well before you prime and paint.

I think the black is elegant looking and will enhance your entrance. Most likely the door and side panels are fiberglass. Please sand everything, clean, prime with a good quality exterior gray primer, then paint the door with exterior Clark Kensington paint in a true black color in a satin finish. I think you'll be pleased. (I use CK exterior paint on all my exterior painting jobs. Great product!) Best of luck.
I always say the worst part about painting is all the prep work, but if you do the prep work correctly then the painting will be so much easier. and done right, just take your time and then after sanding you must vacuum what you can and then wipe down with damp cloth, let it dry good, and while that is drying start taping off around your windows take your door knob out. It really is so much easier if you can take your door down and set it up on sawhorses that is the way I do mine.
