Are you asking for something to do with your existing cement block basement walls because you don't want to attempt drywall?
If you want to smooth out the joint lines you can use concrete caulk. Red Devil makes one that is paintable and is carried by Home Depot.

You can put up paneling. There are so many options out there for it right now. Or you can just paint the blocks.
We out up paneling and later white-wash painted it.

Be careful with the plastic Basement Systems We had it installed in our laundry room. The walls are plastic and we like them, but they left all our electrical hanging over top. It is not finished behind the wall.
Be sure to use DryLock before doing anything to your block walls. These blocks attract moisture and if you do not seal them you could get mold behind whatever you decide to hang. Also, a dehumidifier in your basement will help unless you have windows or some kind of circulation.
