Lowes and/or Home Depot have ready to finish round wood tops. Different sizes. We had to cut down an orange tree next to our patio (sob) and I made a table out of it.
Do some shopping at a Good Will store or a resale store. They usually have a variety of table that you could probably use the top from
Use exterior grade plywood cut to size and shape you want. Cover the top with mosaic tiles. (Be sure to use exterior mastic and grout). Or just outdoor paint if tile doesn't appeal.
Round wooden tops are available at Lowes. Mine are actually larger than the planters they sit on and work great as side tables near garden benches
I would fill 3/4 full with sand and add shells or anything fun to look at then top with plexiglass - big box stores or glass and mirror stores will have pre cut rounds for sale. First I would make the rounds of second hand shops in your area to see if you can find one cheap.
Look for an old Cable Holder or Old Pallet, which would stain well.
OR...you can buy a 1/2 barrel insert (Lowes, Home Depot) a solar pump and make a small pond with a fish or two and maybe a few water plants. Maybe?
