Hello Pam! They are lovely curtains! You might want to pull them toward the center of your window at the top and tie each panel back at the center with a curtain tie or with a decorative clasp.
How are they hung? Are they light curtains? I like curtains with blinds like these, I think windows look bare and unfinished with blinds alone.

Well they are too short to puddle on the floor so I would hem them up even with the floor, then if you want them to hang straighter, sew a heavy washer in the corners of each panel in the bottom hem.
I think they look great but I would put a cornice over the visible curtain rod. A cornice is like a solidly made valance that can be made of wood or even Styrofoam and covered with fabric if you like. It will polish off the look. Just my two cents! Good luck!
Your curtain rods can be raised so that the bottom of the curtain just touches the floor. It will make your windows look taller too. I agree that weights on the bottom will help keep them straight.
Looks like they have pleats on the top. I had the same kind. I cut off the pleats sewed a hem in them and put a few sway holders up and voila love it. changed the whole look for nothing. Hope this helps. Have fun
I have a few picture window valance ideas, with the same window set up as yours that will look amazing in your dinning room!! I think panels over blinds don't give you the look that your looking for and that wow factor as you enter your room.
How about closing curtain, than drape both panels either to the outside edge or inside edge. You would just need to buy a tieback. Opening and using the tieback would also change the look of how they fall.
omg. you have the same window configuration as my place. this is a 50's style of window placement. i feel your pain. do you have 2 different widths of windows? just treat them with the same type and color of curtain...some stores sell the drapes panels in packages of 1. if you are in a cold weather area and do the shrink wrap to stop cold air- bring it past the frame by a few inches on either side. their is likely no insulation around the window frames. the average temp in the winter

From a decorating viewpoint, what you have now are two competing directions of window coverings: one is horizontal with the venetion blinds, the other is vertical with the four panels. The corner is very chopped up looking, as it is broken up into many little sections.
If you want to make the corner and the room look larger, take off the long narrow fabric panels. This will immediately widen the look of the corner. To make the corner seem larger, and to blend the two different sized windows together, have only one valance across the two corners, curving around the corner. If you use a rod-pocket valance rod, these can be simply bent to accomodate the turn in the corner.
What was your original intent on going with this setup of two different window coverings on one corner? You did not say what is most important to you with the corner- is it privacy, during the daytime, is the the natural light coming in during the day, or is it privacy after dark?
I agree that the panels do not hang right. I would say they do not hang right because the fabric is not heavy enough for the length of the panels, the panels are too long for the height of the windows, and the heading style ( it is not clear from the picture whether they are rod-pocket, or pleated) is not correct for both the length and the weight of the fabric.
If you do really like the pattern/design/color of the fabric, then use them somewhere else on some other window.
A short answer to your question - yes, make them into one valance.
