you could try a wire brush, goo gone, or a pressure washer.

The Goo gone is working, but it's a slow process. My brother suggested a sponge sander rather than wire brush. I haven't had the chance to try that. Will keep you posted!
A wire brush will get into the grooves but will also expose new brick which will look much lighter than the weathered brick. Use a product called Brick and Patio cleaner. It is harsh so use heavy rubber gloves and eye protection. Use a bristle cleaning brush and rinse after paint is gone.
