cold tea bags are supposed to reduce puffiness
Not really a home question, but here goes! Used teabags stored in the fridge or sliced cucumbers stored in water from the fridge. Sounds odd, but Preparation-H ( the "H" is important!) placed over the bags under the eyes also works like a charm! (Use a store brand, just be sure it has the "H"-don't get it in the eyes.

My mom always swore by using tea bags after they cool off. I use a cold mask that you keep in the fridge.

The bags under your eyes is from dehydration, drink enough water, or non-sugary drinks. This problem will go away with the proper amount of liquid for the day, every day. Good Luck!
more sleep does the trick for me
I drink mostly water, sometimes milk and every once in a while a Grapico, but I drink 2-3 big glasses of water a day and I still have bags under my eyes. :(
