I would not recommend this. When you put up tile, you will be using a mortar or mastic that is moist. The moisture in this product will most likely cause the wallpaper to begin bubbling and peeling off and it will make your tile fall off as well. It is best to remove the old paper first.
I wouldn't. The weight of the tile, mortar and grout will eventually pull the wallpaper off the wall taking your tile with it and make a mess.
I have an idea, how about using peel and stick tile, it's like a sticker so it won't have the same repercussions as regular tile.

The tile might not adhere to the wall paper very good, and might pull it down. I would cut the wall paper enough to slightly cover with the tile. Let it overlap about 1/2. Inch. Clean the glue from the wall paper good, then put up the tile. Good Luck!
