As long as it is not oil bases I rely on good old soap and water and a scrub brush
Rubbing alcohol...maybe not on wood, unless you do a bit at a time.
Believe it or not, I have always found that the best thing to use is actually a paint scraper. It will get under one edge of the paint and just pop it right off. Then you can just wipe it away.
