No, this is the beauty of chalk paint, no sanding needed. If you have a slick surface or if the item will get lots of wear, I like to wipe it down with liquid sandpaper first, it goes on with a rag and is ready to paint in 10 minutes.
Home Depot has a product that I believe is called liquid sand. You wipe it on your project and then prime with bonding primer from Sherwin Williams. Read directions. I believe you need to prime within 1/2 hour. Depending on what your piece is coated with it should work.
