Do I need to go down to the drywall for paintable textured wallpaper?

I have exsisting vinyl wallpaper; can I just strip off the vinyl then put new paper which is a textured paintable paper over the backing that is left from exsisting paper? It is adhered tightly and smooth.

    It may loosen over time. Have you tried a spray bottle of really hot water and vinegar? I spray, let sit for a minute or two and then scrap off with putty knife. Works great for me. Clean wall with soap and water, apply sizing and new paper. The sizing will make it easier to apply new and also removing in the future.
