If it isn't peeling, you can paint over it. I would suggest that you use a textured paint over it since the print sometimes comes through or use a primer before you paint.
IF it is adhered strongly, you can paint over it. OR add a gentle texture, and then paint over it. IF it is paper and not vinyl, just use a high grade acrylic paint.

The best solution it to remove it. If you decide to paint it long term it will bubble and peel.

Make sure there are no loose edges prime with a good primer and paint
