How do you beat prune and reshape WAY overgrown oleander?

I have a 'wall' of oleander that is 18-20 feet tall of spindly, small width branches that I would like to turn into more of a 10ft tall bush/privacy screen. HELP!!!

Fertilize!!!Use manure worked into the surface soil, and shrub spikes out to the the ten foot perimeter you desire! Prune in the 10 ft. limit in the fall, but fertilizer is the way to fill in those branches.
