Start by using paint that can hold up in all kinds of weather. Bring your turtle in when the weather begins to turn. We left ours out and it crumbled, but it was mixed with plaster. EJL.

I have painted tons of outside ornaments. Assuming it is concrete or resin- Scrub well with Brillo pads. Get off all loose paint. Let dry at least a day. I paint with craft paint. But you must give then a few coats of polyurethane clear coat. I place them on an old shower curtain liner to spray them. Turn to get all sides. Dry well between coats. I try to bring in most of mine (that are small enough to handle) . I wrap them I old towels and box them in my s. Snow is hard on them.
I would use masonry paint if it's going to be out in the weather.
