Hi Linda. You will need to scrap off the bubbling paint. Then I would apply a thin coat of drywall compound to blend the area. Let this dry and sand to blend in. Prime and paint with a good paint made for bathrooms. I would also see about have a exhaust fan installed if you don't have one. This will help with the moisture in the air. Good Luck.
You've got moisture building up in the room and it's gotten between the paint layers, possibly into the drywall. First, you need much better air circulation in the room to keep this from reoccurring. Yes, do scrape the area well and sand the scraped edges down. Next, you must seal the area with something like BIN, KILZ, etc. Finally, use a semigloss paint for the damp bathroom.
To just try to re-paint over the bubbling paint would be a poor move and an ineffective quick fix, that will not only not fix the cause of the problem in the first place, but will result in worse problems.
Do you have a fan or window in the bathroom? If so, use them or you will probably be repainting again soon. Use a good primer. Never close the bathroom door all the way. Steam needs a way to escape. Hot showers aren't good for your lovely skin anyway.
