If you can crochet that would be one way. Or you can make long pieces. braid them and on a large area, lay the pieces down and design your rug. If it's an oval, shape the braids into an oval till you have the size of rug you are looking for. Then with a needle and thread, sew them up. I've done this before, and I am hoping that my way of telling you, will help you understand. It's to bad I can't send pictures .
Use scraps that are similar to each other in thickness and weight; those that have more of a texture feel, or unsynthetic material. If you use too many slippery or thin polyester type fabrics, they will not adhere well to/link well with each other each other, and might even make the mat slippery.
Women used to make rugs from fabric scraps, but I have no idea how they did it. Most of the rugs my relatives made were round - started in the middle with braided fabric until desired size was reached; then each row was sown to the next row by hand. Look on line, look at local library or call JoAnn Fabric to see if they carry an instruction book.
