What is the best way to prepare paneling for paint?

We have old paneling in three rooms in our house. We cannot put sheetrock over it because that will alter our trim, ceilings, and doors. Paint peels right off it even with primer underneath. We’re open to suggestions!

Needs to be rubbed down to give it a " key" Then Prime, Undercoat and then Topcoat...........
Use liquid sandpaper. The paneling has a plastic coating. Follow the directions on the liquid sandpaper exactly. Prime with Kilz. I use oil on paneling, but you can use latex. Use a quality latex. Good luck!
Did you clean the paneling real well? Perhaps you need to sand it for the paints to take hold. and not peel.
Do you want to keep the look of the wood.. say with a white washed look... or to just make the paneling look gone ?
Perhaps sanding it with a 60 or 80 grit sand paper to give it some "tooth" then prime and paint... you might have to use an oil base to make it hold.
We have a mobile home.. with awful patterns with 70's colors that are part of the "drywall" so it cant be stripped off... the surface is sort of slick so latex paint (even after priming) sort of peels off. We rented one of the machines that sprays dry wall compound (like for popcorn ceilings) and we sprayed the walls with a slightly diluted application so it looks more like drywall with a light orange peel look. Then we did 2 coats of a good paint with primer.
There is also a product called "Venetian Plaster" (available in the paint department of your local Lowe's or Home Depot it comes in colors) that is applied with something like a trowel or tile float. We used this after we took down paneling and were left with ugly dark swirls of glue on the dry wall.

we went to the paint store and they said use a good primer like Kiltz when painting paneling. This was paneling with a shiny surface. When dry, paint with latex paint.....we never had anything happen to the paint.....washable, cleanable and looks light and great!
relatively easy to do ( if I can... You can) I had some tinted to use on a ceiling after we took down the popcorn... My neck was sure stiff... but it was easier than taping and mud-ing and sanding to even out the surface... lots less dust too.
