Use a bladed knife to cut any paint loose. If it still does not open use a screw driver, or a butter knife, to break the rest of the window free.
if it's painted shut you need to cut it then use 2 pry bars one on each side with equal pressur. Make sure to use lubricant on frame once open
Is it swollen, or painted shut?
That just happened to us in our new apartment. They had painted the window closed with the stain or varnish they put on and had to run the xacto knife along the window sill to open.
I'd get that unstuck with a knife.
Be sure it's not painted shut. If it is, use an exacto knife along where it is painted shut. You can try spraying with W-D40 once you get it open.
