Scrubbing Bubbles does a great job. If you have a build up try toilet bowl cleaner designed for lime-scale. After you clean it use a good paste car wax to protect it from future damage.
you can use cleaners such as Dawn mixed with vinegar; Bar Keeper's friend; but, the key to really getting the scum off is using a green scrubber. Those thin kind. They have blue and various other colors, but only the green ones really work. Then after you do that, use a magic sponge to wipe it down one more time.

Mr Clean Magic Erasers will take it off without chemicals! Especially if it is older soap scum that has been neglected.
