Grout is what goes between the tiles after they are attached. You will need builder's adhesive or mastic to attach the tiles to your cement. Try to remove as much of the paint as you can, either with a rented power washer (wait 48 hours to dry) or with a wire brush and vacuum (wear eye and lung protection). You can buy these things at a hardware store, and they should be able to point you to the right stuff.
