To make the painting easier, use a roller screwed onto a broom handle.
Prepare floor by vacuuming, scrubbing with TSP, then revacuuming. Fill all cracks and holes with concrete patch. Once dry, vacuum again, then prime the floor, once that’s dry, vacuum again and paint with cement paint. Allow to cure, & (you guessed it!) vacuum again, then roll sealer on to make your floor more durable.

if it’s indoors, rustoleum makes a great paint specifically for concrete floors. It goes on with a roller and if you choose you can use the speckled plastic chips to toss on while the paint is wet. Not necessary, but they do add a bit of dimension and whimsy.
Use a long handle with a paint roller.
