There is a law suit against restore. There is no paint to cover.

I concur with Kathryn. There are class action lawsuits against the manufacturers of deck over products. They tend to crack and peel within two years. They are hard to remove. People had to replace deck boards and even complete decks. They were made to cover worn decks so no painting or staining would be required.
Have you gotten the Restore off yet? They say that the best way is to use boiling water. If you notice, it bubbles in the heat. That's what lead people to try it. Here's a youtube.com video that goes through the process. Don't try to put anything over the Restore, it won't work. Rust Oleum lost the lawsuit but there are a lot of people out there who didn't know about it and are having serious issues with their decks after using Restore. Truthfully, after reading the story I avoid anything made by Rust Oleum if I can buy a different brand. Here's the video:
