As for the scrubbing - Scrub with TSP - available in hard wear stores. Wear gloves as this is strong, but will remove all grease.
So, start with cleaning it really well. TSP works great. Wear gloves. Rinse it really well.
Then electric sand it in the direction of the grain only. Clean that off.
Wipe it down with white rubbing alcohol.
I recommend PPG/Porter Paints Advantage 900 paint, in semi-gloss sheen. It is very, very durable.
But quality, soft, brushes that are for acrylic paints.
Put very thin coats on, and let each coat dry overnight.
Sand very lightly between each coat.
In the end, once the color has built up sufficiently, you will not need to put a sealing poly coat on.
Paint takes 30 days to totally cure. But you can gently use your kitchen after the week of painting.
IF your weather is wet for very long, then you will need even longer before you use it, though.
Take the hardware off. Soak the hardware in a dishwashing soap mixture for several hours. Use TSP and scrub your cupboards. Then use some light sandpaper to rough them up so the new paint has something to stick too. Using a damp cloth wipe them down again. Then paint. Seems like half the battle is getting them good and clean.
