If you are the person who has to move them every time you try to vacuum, then yes, hem them shorter. Just because a decorating trend is a fad, or is seen in the magazines, is doesn't mean that it is practical!
I think you could definitely cut them off to floor length. It would give a more modern appearance, and probably make it easier to vacuum, etc.

It's your house, do what you want. I would cut them though.
Frankly, I've always preferred floor length. They look neater.
For practical reasons, I would cut them an inch or so from the floor. Your drapes prob catch a lot of dust from the outside through the door. If they were in a bedroom,maybe you would want to keep them long if you like the look. I have some long ones in the bedroom and I am changing them out for different color and shorter length. they are a pain to vacuum around.

I don't know if it's in vogue or not, but I like longer cutains : ) Those look to be a bit much though, so I'd make them a bit shorter.
Anything goes. It is what you like and what is functional that counts.
