pressure wash first. then strape the flakes up. They have paint thinners in hardware stores, but that is a lot of work, Why not just repaint it.
It depends on what was used before. If a product called Restore by Rust Oleum was used, the best way to get it off is to use boiling water. If it's not Restore, Tammy's instructions are good except, I believe she meant paint strippers, not paint thinners to remove old paint. I'd try pressure washing then see if the rest can be sanded off. Paint removers are a pain. I'm trying to remove paint from a table top and am on the edge of quitting and throwing the table away, BUT I'm stubborn and don't want to let it beat me. Therefore I procrastinate. LOL

Hi there, I'm not sure what your deck is made from but in most cases, you can use a pressure washer to remove any loose or peeling paint, then, depending on the type of deck you can prime and repaint it with a suitable paint.
If you want the paint completely removed, you will need to use a chemical stripper. After that, it will need sanding.
