Maybe you could paint Concrete Sealer on the outside of the bowl and not disturb or be toxic to the inside at all.

Try a marine grade epoxy
There is a drylock paint sold at the big box stores that is not toxic to birds. Easy to use.
They make a "water stop cement" which you can purchase from Home Depot, or you might try a mason sealer, such as Drylock.
I would buy a very shallow dish and use that as a liner. Then you don't have to worry about fixing the leak..
use FlexSeal clear spray sealer. Works like a charm.
