Most solar lights have a plastic covering which if you scratch (i.e. don't use anything that can scratch like said sponge) just allows them to get dirtier quicker. A simple wipe down once a month with a slightly damp clothe is generally good enough. Now for ones degraded by UV light you may try a headlight cleaner system
Try a rag dampened with a little vegetable oil. Then wipe with a clean rag.

You might try a mixture of baking soda and vinegar dab it on the panel then use a dampened magic eraser made for bathroom use scrub and repeat if necessary.

If it is not dirt but aged plastic I have read you can coat them with clear fingernail polish to let in more sun rays.
