How can I turn a white light solar light into a blue light solar light

What if you wrap it in a super fine blue cloth? It would need to be almost translucent. You could probably find something like that at a fabric store.

You could try lining the inside of the light with a blue cellophane. You can usually find that at a party supply store or craft store.

Get some blue window film, or some of that stained glass paint in blue.

Paint the outside with a blue spray paint for exterior use

You could just paint the globe. Great idea to honor our "boys in blue".

Since they are so cheap could you try coloring the lens with a blue sharpie?

You can get thicker celophane in the school/business supply department if you can find a pack of colored notebook dividers. You will also have colors for other occasions. 😇

Color the actual bulb blue just make sure whatever marker you use is permanent and not a paint marker either.
