Cheap way to soundproof a room

My son has a garage band and we would like to muffle the decimals a bit for the neighbors. Any suggestions that will not cost us thousands of dollars?

Insulation rolls and Boarding out over the top would do the trick......Doesn't have to be expensive if you use re-claimed timber or sheet board.......
