ESP primer first.
Sure, just scuff it up to remove some of the shine, then use a good primer, let it dry then paint at least 2 coats of the paint of your choice. I hope that helps

Oops, I forgot to give you the first step! Be sure you clean it well with hot soapy water and after sanding vacuum all the dust and clean again. If it needs a really good cleaning you can use TSP cleaner. You'll find that in any hardware store.
Use a shellac based primer (i.e. Kilz) to prevent bleeding of ink, plus it dries super fast and won't warp the cardboard like latex paint. You can use latex paint after you use the primer.
Yes It can be painted. Just use Annie Sloan chalk paint Or Fusion Mineral paint. The adhesion properties are outstanding.

Rough the surface with 300 grit sandpaper then 400 grit clean. Prime , paint
A sanding so you get rid of the shine is in order. Wipe down with damp rag afterwords. Then several light coats of paint.
