If you fear mildew, there are anti mildew primers and shellacs. I'd select my desired finish, and consult a supplier (paint store) for advice on how to prepare it. I would Definitely use a primer suited for the task first.

Definitely use an enamel of your choice. Latex enamel has lasted for years at my house definitely use a primer or one of the paint containing primer in it. If the paint that’s already there is oil based you either need to use a special primer on it to be able to use latex, or use an oil based enamel. If you don’t know what’s there, treat it as if it were oil based and you’ll save yourself the headache of bubbling, cracking, peeling paint!

Waterproof, washable enamel, such as one of the Rustoleum lines. 😇
You want something great, go to a Marine store, get marine paint. The kind they use on boats. That is the best, longest lasting, most water resistant of all

I never used any special paint, and didn't have any problems. I just used an eggshell acrylic latex.
