I am assuming that the dinosaur is plastic? Did you use spray paint for plastic? Because regular acrylic may not adhere well.
what type of spray paint did you use? Usually spray paints have a hard surface when dry, no matter what the surface its going on, and wall paint is what tends to be sticky on a less porous surface. You may need to remove the paint, and repaint with a different type of paint. If its not lost that tacky feel after a week, its probably not going to
Childrens toys have to be painted with Special Toy Paint to be safe.......
Either you used the wrong paint or you have sprayed it too thick too quick. Several light coats will get good coverage. Let each coat dry before applying the next. More often than not, time will fix it but it can take several days or even weeks for it to cure completely. Otherwise remove the paint and paint again.
