Brr! Drafty windows- how to cut the draft?

It is for wall organization.
I would say it is for hanging something you put up from the bottom and the weight will hold it in. I can't see how far it would have to hang down so can't even suggest what to hang there.
i searched and searched without finding it. Maybe you could ask at the place you purchased it?

You use it to put racks or hoes on it.

It's for hanging a bike vertically. The front wheel inserts in the bottom rail and the hook holds the rim preventing the bike from falling. The back wheel just leans against the wall.
