Hi Melinda, You may want to pick up a Radiant heater. You can hang it on the wall. Radiant heat will heat people/objects in the room. Here's a link: https://energy.gov/energysaver/radiant-heating

Do you know if the ceiling between the garage and the apartment is insulated? If it is not... that may be why the apartment is freezing... insulate the ceiling in the garage... you will be more comfortable and when you rent it out... the tenants will be more comfortable

Insulate the garage door too. And if you aren't using it for parking in, cover the whole door area with plastic? Can you move boxes around so the cement floor is covered? Maybe get moving blankets to help cover the floor? Maybe even run a heater down there.
Try 'tenting' the living room, to close off the higher ceiling area? And turn the fans up. We had ours on slow, then turned it up to experiment, and it works better on the middle speed.
insulated curtains work great (since it is temporary) a blanket on your windows should help a lot, I'm in Texas so we don't stay cold for long periods but its in 30's today and it definitely warms 10-20 degrees with them closed. My friends and family can't believe it is so warm or cool at my house. Good Luck
A good idea besides what was already suggested would be to lay down some plywood on the floor and then put rugs on top of the plywood.

The suggestion to tent off the vaulted ceiling is a good one. The fan pushing the air down doesn’t change the fact that you are heating unusable space and creating a draft. Insulating the floor will also make a difference in heat conservation. Carpet or rugs will feel warmer. If the walls are not insulated have insulation blown in.

I think maybe everyone is confused, I am renting an apartment that is part of an apartment complex. I can’t do anything to the structure itself.
