    depends on what caused it -- wind/cold etc., Lanolin, Coconut oil, vaseline; if you don't know - you need a Dr. before using anything -- it could be bacterial, allergic reaction to something, fungal, internal infection --

    An urgent care or primary care visit might be helpful. A dermatologist if treatment doesn't help. Some things will irritate a rash more instead of helping.

    Yup - check with your doctor. Many things can cause a rash and you need to know before you apply something that won't work or will make it worse.

    Visit a healthcare provider. If you want to try something at home first, over the counter cortisone cream may help. But it could make it worse.
