I would ask if you want smooth walls or textured. If smooth you may have to sand or putty over the really rough spots before you could paint. If you use texture in your paint, it will be much less work to prep the walls.

you can use textured wallpaper in very plain hue and no pattern, or cover with bead board.
Also, textured wallpaper covers a lot of flaws, just don't get anything shiny
Have you sanded them? You may just need to sand them.
Use some vinegar and hot water and get the rest of the paper off. Scrub glue with a sponge, and hot water.
