Hello. If you want to hang them on the gutter the best and easiest way is to purchase gutter clips that go on the gutters. Then you attach the lights to the clips.
When I purchased my current home, the first Christmas I decided on a basic layout. I drilled and inserted cup hooks every 2 feet. Now I can put up the basic lights in a half hour!
You can try command hooks. I've also seen it done using hot glue.
Avoid electrical hazards when you are hanging Christmas lights outdoors by using lights and electrical cords that are specifically designed for outdoor use!

I just use small nails (they stay there year after year) and I attach the cords to the nails with those green twist ties found in the garden area of Home Depot (it comes in a nice large roll).
