Try Oxi clean in your laundry. I put a scoop into the bottom of my washer and then add the clothes. You will need less detergent. Too much laundry soap could be making your clothing grey.
That is your water. If you are only washing the white undershirts use bleach or you can buy bluing and add it to the water.
Seems like you have tried everything. I Tend to agree with Eileen. It can be the water but also being a community laundry it also the way everyone else is washing their clothes or what they are using. Residues do ramain. My suggestion is try using Rit Color Remover to whiten the shirts. Then try using different laundry facilities a few times and see what the result is.
I put a less than a tablespoon of liquid bleach along with detergent in the washer with my husband's t-shirts...that keeps them white. Too much bleach will turn them yellow. I have a front load washer.
