Assuming that you are talking about plastic shutters that are purely decorative, right? If you have a Habitat Restore or architectural salvage nearby, those are the first places to look. My local Habitat always has shutters on the shelf. Take your window measurements with you. Be ready to have to paint some that aren't the color you want.

Depending on the size (height) of your windows.... pallet wood would be the cheapest (sometimes free). Pinterest.com will have lots of ideas on choosing the "style" of the shutters.
Check your local Salvation Army type of stores for used shutters.
I purchased my shutters from Lowes, pretty cheap. You can also build your own with 2 x 4’s, pain or stain, then install. Check Pinterest.
