Cedar is excellent. Lasts well and is non-hazardous. Don't use treated lumber.
Cedar and redwood last without putting your garden in danger of absorbing poisons from preserved wood, so cedar is a good choice.
use cement blocks.
Not all treated lumber has arsenic in it, just find out before you buy it. If they say they don't know how it was treated, move on to another home improvement store who will give you the information you need. There is non hazardous treated lumber out there if you can find it. We found that out when we needed marine wood to replace the flooring and supports for the flooring. The plywood was ok, but the 2x4's we needed had to be special ordered to not get the arsenic treated wood.
