It is probably cast iron, cast iron can be restored by removing all of the rust with a wire brush. If the metal seems really sturdy with no thin spots, use a good rust remover found in a hardware store. It will still need a lot of sanding or wire brushing. Then apply a high heat paint, the kind made for stoves.
Lots of sanding and wire brushing should do the trick, remove all of the rust you possibly can and then repaint with a high heat spray paint.
Many insurance companies will not insure a home if the stove that is put isn't up to code. Have you used this stove before? Do you know if it is a fire hazard? When we bought a used wood stove we had to make sure that is was safe and up to code. In Oregon a used stove can't even be legally sold and installed in a home if it isn't up to state standards.
Yes, sand and wipe down with tack cloths..you can purchase high temp paint for grills, I have used, and also woodstove polish..it will be beautiful

Use white vinegar and a stiff scrub brush to remove the rust (Check out HobbyFarms.com "how to clean cast iron".... also..Naval Jelly will eat the rust... just follow the directions.... let it dry really well before priming and painting. There are specialty paints for barbecues and wood burning stoves... in many colors. It is a beautiful stove.. make it stand out with a bright color.
Wire brush, steel wool, then high temp black paint and some Stove black with graphite.... like Williams, Stovax, Zebo. You could use Rustoleum Rust Dissolver if its tough to remove.
