My mother always used ammonia water first, then vinegar water and hers came out sparkling! She will be 98 in a few months and still uses it for her co-op windows.
Make a paste of cream of tartar and rub it on the surface, and let it dry. Then use water or vinegar to rub it clean.
I've done that too! There's something in dishwashing soap that eats the coating on aluminum stuff; you're going to need to scrub and polish it. Here are some options:

Try the product called Barkeepers Friend.Cover the pan and let it sit. This stuff cleaned my grubby ,rusty stove hood and does amazing job on my cook top.
