Yes! I've painted paneling several times. Use white or a light co!or, two coats. Brightens a room right up!

Dark paneled walls look great when they are painted with a high quality paint. They should be primed first.
Oh yes! Painted like white, with the panel grooves still showing would look great. I'm sure you can find primer to work. You may need to sand the paneling if it is glossy.
