Temporarily until you find out why. Take the louvered grill off the wall and seal around the duct and then one sheet of insulation covering the grill area and replace the grill. It should help.

Please, the unit needs the air from the intake vent to work. I would think that the duct work is not fastened correctly. It may only need retaping. The duct may need insulation around it. If you cannot so this, get a HVAC person to do it.
Be very careful about this. My tenant blocked off the vents--he did not use the furnace so noticed nothing. The next tenant couldn't get the furnace to heat properly, until a repairman discovered the blocked vents.
Be careful with this. If it's blocked, it could break. Is this hvac for ac only?

Or I bet you might even be able to buy a magnetic sheet at a craft store to cover it and then you could maybe decorate the other side of the magnetic sheet by mod podging on a photo or something.
I'm not sure exactly what i'm looking at. Is that space or gap supposed to be there? The screen I assume is there to prevent bugs from coming in. You may want to try to seal that gap to avoid that outside air from coming in. You may also want to call the manufacturer or the co that installed the unit and ask them if you can block the gap. Since you said HVAC, i guess that's also your heating unit, so that gap may be needed to exhaust heat from the unit.
You are calling it an intake vent, do you mean a return vent that pulls air out of the living space and cycles it to either warm or cool the air.
Search on Google or YouTube with the name and model of the unit or what it's called and you might find your answer.
