Home Depot sells a can of product to fill in the gap. It is in a spray form; however, wear gloves as it dries quickly and will glue your fingers together. It is called Gap.
I would use a low profile transition molding from the tile to wood. That is what they are made for. Cut and trim to fit. A little glue and small finish nails to hold it in place. All kind of styles and shapes available. Home Depot, Lowes, Menard's. I have even made my own out of strips of wood.

We had the same problem. We used small pieces of molding and painted them the floor or trim color.
I have had this problem in lots of incidents. Mix up a small batch of grout, quite a bit thicker than normal and grout the area. Wipe clean and if needed reapply. Should definitely work. Good Luck!

It looks to me like you are going to need to repair the first step. No? If that is the case, when you replace that first tred add a new riser in front of it. That should cover the gap.
You are right mortar would be much better!!
