if you cant open it with a plunger fill ithe bowl with water to just under the lip of the too. lots of times the added water pressure will force the clog out. If that doesnt work. Better call a plumber
Try very hot water (NOT boiling) with some dawn dish detergent. Let sit for a few minutes and then flush. This has worked for us.
The dawn dish soap does work. I have used it.

I do not know where you live, but our problem was the roots of trees forced themselves in lines for waste disposal. We had to dig up line and find problem. It happened on old clay pipes and plastic lines where they conected. If your in an apartment, condo, etc., it still could be same thing if surrounded by trees. Ask other tenants if they have same problem. Or you may just have a stuborn clog. We also had a problem when former owners dropped nuts and bolts down line. Their finance company took their house. The nuts got caught in an elbow where there should not have been one and slowed down water. A mess when I used the washer. Hope this helps some, or better yet, your clog is gone.
If the hot water and dish soap doesn't work you may need a toilet auger to grab or push what may be stuck In the toilet.

Go to the hardware store and get a "Toilet snake" it will reach 6 to 8 feet past the trap and help unblock anything within that distance.
here is a trick I learned the hardway $$$$$$$, Take 5 gallon bucket 3/4 full of water,,,,dump it VERY QUICKLY down the toilet,,,if it drains,,,your not clogged,,you need a new toilet. A slow draining toilet can be caused by clogs, and/or a bowl gasket at the floor,,or the toilet has manged to loose its seal/vacuum,,,yes,,VACUUM! Thats how they drain,once the water starts down, vacuum carries the rest,,just like a siphon ! I try this everytime and saves time and unwanted effort..Also look inside the water tank for a date of manufacture,,,over 10 years ( I think) and it should be replaced.
Pour about half of a cup of baking soda down the drain and then follow up with a pot of boiling water. Let it sit for an hour or two before you try flushing again. It might take several attempts, but this method has been known to work really well in unclogging slow draining toilets.
